Namwala District Commissioner
Gevar Nsanzya says government is determined to have a constitution in
which the people of Zambia have an input in it as evidenced by the District
Consultative foras held in different parts of Zambia.
Mr Nsanzya was speaking in
Namwala District when he officially opened the Namwala District Consultative
forum at Corner Point lodge yesterday.
He said that for the first time
in the history of the constitution making process in Zambia, the government of
Zambia has deemed it necessary to undertake a bottom up approach in the
constitution making process.
Mr Nsanzya emphasized that the
constitution making process was started immediately the Patriotic Front
government coming to power when President Michael Sata appointed the Technical
Committee on drafting the Zambian Constitution on 16thNovember 2011
and the work of the committee started on 1st December 2011.
Mr Nsanzya said that this
constitution making process is a unique one in that the technical committee has
been mandated to review the previous draft constitutions that emanated from the
various constitution review processes and to draft a constitution that would
last a test of time.
He further said that in order to
ensure that the aspirations of the Zambian people are truly embodied in
the constitution making, the Technical Committee was tasked to be accountable
to the people of Zambia by among others, consulting members of the public,
sector groups, local and international experts on constitutional law and
practice.
Mr Nsanzya said that the District
Consultative forum has been convened primarily to obtain the views of the
people in the district.
